CCASC Meeting Minutes

January 26, 2017
The meeting was called to order by President Mike Levey with seven clubs present.
Camper Country, New Haven and Randolph were absent.
The secretary’s minutes were read and approved.
The treasurer’s report was read and approved with and ending balance of $5,746.72. A question was raised whether New Haven has paid dues yet and asked Gary to follow up.
AWSC: John Brozek
The directors’ meeting was held 01/08/2017. 31,000+ trail passes were processed in December 2016.
The legislature may consider an increase to grooming from $250 to $300. No bill is needed for the change. We can contact the legislature in support.
Blue Mounds passed by 6 to 1. The vote reaffirms what was done at the earlier meeting.
SNARS update:
1. DNR did SNARS training in Ripon. John, Norri, Gregg and Al attended and felt the training was good.
2. Our next step is to get the CCASC trails entered into SNARS.
3. Be sure your groomer information is correct when you enter the information to SNARS. Changes will need to be done by the DNR.
4. The DNR offers a test site to use to get used to the program. Your clubs will need to decide how to update trail information, but both funded and non-funded trails will be tracked.
5. There are three levels of reporting:
a. Club member: Any members who spend time grooming, putting in and taking out trails, brushing, etc.
b. Club Administrator: Club members appointed by club to approve time submitted
c. County Administrator: Kelly at Columbia County to approve final hours and submit to DNR. Kelly enters original trail information and after entered, club members only need to add hours.
AWSC is recruiting a part time coordinator position to help the burden on the executive committee.
Convention will be March 24 -26, 2017 at Potawatomi in Milwaukee. Clubs should have received their convention packets. Contact John if you need him to vote for your club at convention. The youth will hold a silent auction at convention.
Please advise clubs to have a break in submitting trail passes to AWSC. Don’t submit several times in one day. Leave a 1-2 day break in between.
The VIP ride will be held in Siren for legislators.
Rock County will dedicate a trail to Morris Nelson. A $2000 scholarship will be offered in memory of Mo Nelson. The scholarship will continue but the future amount is unknown.
Wes Wedenporfer is the new lobbyist and will start working on the CAP before the four year trial period ends.
There is an increase for weight for bridge specs from 14,000 to 25,000#. This may require a new quote for the Otsego bridge.
There are a total of 4500 vintage sleds registered.
Three AWSC raffle tickets are left to sell as well as $20 ACSA calendars.
Old Business
Steve Pate showed the new plaque for Donna White. Gary will reimburse Steve Pate for the cost of $71.83. Discussion was held regarding dedication at the August or September 2017 meeting. Winnebago Ridge Runners will discuss hosting the meeting at their shed and the dedication will be held the same nghtime.
DOT continues work on the study to expand I-39, 90/94, and 12/18 from Madison to Portage. Club members have attended recent public involvement meetings. Gregg Johnson is working on the Town of Leeds board and will be closely involved with the process.
New Business:
Elections were held for county director and representative. John Brozek was elected as director and Deb Levy was elected as rep.
CCASC received a thank you from the Portage food pantry for donations from the last meeting.
A copy of the current county liability insurance is available. Contact Harley if you’d like a copy.
Discussion was held regarding the upcoming SNARS. The group felt that Columbia County may not be as familiar with the trails as club members are when updating trail information to SNARS. Gregg, John, Harley, Steve Pate, Kris Kraus and Joel ? (Wyocena club) will meet 02/15/2017 at 6:30 at Johnson Sales to input trail info and also assign trail numbers for any non-funded trails that may not have a number. John will contact Kelly at Columbia County to be sure she has no problems with CCASC updating info.
Once again, the group felt that we need to add a level between Club Administrator and County Administrator. This would serve the same purpose as the review done in June of each year to review the club information submitted. The review would be done on a frequent basis and submitted to the County more frequently than the current once a year.
CCASC was reminded that SNARS will go ‘live’ on 07/01/2017, the start of the new fiscal year. Please work out details with your clubs for reporting this year.
DNR will issue replacement trail passes if you bring in the windshield.
CCASC decided to keep trails closed until there is a hard freeze.
